On October 9, 2024, the UN Human Rights Council adopted resolution A/HRC/RES/57/5, titled The role of good governance in the promotion and protection of human rights, mandating its Advisory Committee to prepare a study on the impact of artificial intelligence systems on good governance. The Advisory Committee appointed one of its members, Prof. Dr. Vasilka Sancin, as chair of the study. The purpose of the study is to examine the opportunities and challenges that artificial intelligence systems pose for human rights in the context of good governance. Furthermore, the Advisory Committee will analyze best practices in the development, use, and governance of artificial intelligence systems, emphasizing a risk-based approach, and identify necessary safeguards for the protection of human rights.
The appointment of Prof. Dr. Vasilka Sancin is also significant in the context of a national project aimed at developing the legal and substantive framework for establishing and operating a regulatory sandbox for artificial intelligence. The key objectives of the Advisory Committee’s study – developing a risk-based approach to promoting and protecting human rights and identifying necessary safeguards – are closely linked to the purpose and goals of the national project. This project seeks to create a legal and substantive framework that enables the testing of new technologies and business models in the field of artificial intelligence in real-world environments.
